Mae’r Rheoliadau hyn yn diwygio Rheoliadau Hylendid Bwyd (Cymru) 2006 i ddarparu ar gyfer gweithredu a gorfodi Rheoliad UE 2015/1375 sy’n gosod rheolau penodol ar reolaethau swyddogol ar gyfer Trichinella mewn cig. Mwydyn nematod parasitig bychan iawn yw Trichinella.

Ni nodwyd unrhyw bwyntiau i gyflwyno adroddiad arnynt o dan Reol Sefydlog 21.2 mewn perthynas â’r offeryn hwn.

Nodwyd un pwynt i gyflwyno adroddiad arno o dan Reol Sefydlog 21.3(ii) mewn perthynas â’r offeryn hwn, ar y sail ei fod o bwysigrwydd gwleidyddol neu gyfreithiol neu ei fod yn codi materion polisi cyhoeddus sy’n debyg o fod o ddiddordeb i’r Cynulliad.

Mae’r pwynt wedi’i grynhoi’n daclus yn y Memorandwm Esboniadol i’r Rheoliadau:

Matters of Special Interest to the Constitutional Affairs Committee

Paragraph 2 of Schedule 2 of the [European Communities Act 1972] provides a choice whether to the use the affirmative or negative procedure. Minister for Social Services and Public Health is of the view that the Regulations should follow the negative procedure as the Welsh Ministers are only providing for the effective enforcement of the EU Regulation, and have no discretion as to the substantive rights and obligations imposed by the new Commission Regulation, which is directly applicable.
